Police in many American cities use the possession of several condoms as evidence of prostitution. This practice has made many sex workers leery of carrying condoms altogether, which could potentially have a huge impact on STD and HIV transmission rates.

A 112-page report, “Sex Workers at Risk: Condoms as Evidence of Prostitution in Four US Cities,” was released prior to the 19th International AIDS Conference. The report's intention is to convince lawmakers to ban the use of condoms as evidence against sex workers. Supports of this position claim that providing sex workers with condoms is no different than the common practice in metropolitan areas of giving clean needles to drug users to reduce the spread of HIV and hepatitis C.
