Performance contracting: how not to spend tax dollars and save the environment

Posted by Mary Mulhern on Mon, Apr 27, 2009 at 1:08 PM

My initial CL green blog, this will be the first in a series of ways that government can go green in these revenue-short, credit-tight times. Later for how we should be investing tax dollars for future economic and environmental saving.

The City of Tampa can reduce energy and water usage in public buildings without spending any of your money.

“Performance contracting” is how hundreds of governments across the country are financing green retrofitting of publicly owned properties. Even in this economic climate, large companies offer low interest financing for analysis, engineering and installation of energy saving programs with a guarantee that the work (including interest payments) will pay for itself through cost savings. If the project comes in over budget - you are refunded. Cost neutral at worst, energy savings guaranteed.

This is an excellent time and opportunity for the city to redirect itself to being more green. Thank you for bringing this to light. It looks like something that could be incorporated into our stimulus package budgetary guidelines. I look forward to your insight and continued involvement in helping our city to become a much cleaner, more efficient and sustainable one. Thank you, Robin Milcowitz Seminole Heights Community Gardens

Mary, I look forward to future posts. We need more forward looking people in our local government. Any thoughts of coming over to the County. We could sure use more like you to bring the sanity back.
